Establishment and Designation of National Preventative Measures

This guide proposes a framework for reducing the prevalence of torture by supporting transparency in institutions, effective legal frameworks and capacity strengthening. The chapters provide legal and practical advice on a range of issues likely to arise at the national level during the process of establishing or designating a national preventive mechanism. The guide is intended for national actors, whether from government or civil society, and assumes a certain level of familiarity with the Optional Protocol to the UN Convention Against Torture (OPCAT).
