Optional Protocol to the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT)
This important addition to the 1984 UN Convention Against Torture sets a comprehensive legal framework for ensuring government transparency on treatment of prisoners. The OPCAT establishes international standards of inspection for prisons as well as provides a framework for National Preventive Measures (NPMs) which promote accountability at the national level.
