Preventing Torture: An Operational Guide for National Human Rights Institutions

This training guide provides tools for national human rights institutions (NHRI) to implement and monitor legal frameworks against torture in their countries. The guide instructs NHRIs to comprehensively uphold government accountability and transparency by engaging the relevant actors at the national level while also maintaining strong links with international mechanisms. The guide warns against merely reactive actions when reports of torture arise. Instead, the guide promotes preventative measures such as regularly visiting prisons, promoting legal reforms, running training programs and engaging with the public to stop torture before it becomes a widespread problem.
